James Melvin Rhodes is listed in Artprice, but we can’t say with certainty that this painting is by that artist, as we’ve seen no other works to compare. A James Melvin Rhodes was an educator known for his PhD dissertation, and subsequent research, on the subject of creativity. One can justifiably speculate that he may have been an amateur artist.
This watercolor is believed to date from around the 1950s. It has not been removed from the frame, which bears a label: “OLD WORLD SERVICE, 940 ELLSWORTH DRIVE, SILVER SPRING, MARYLAND”.
